Development plans

General Information

 
The Planning and Compulsory Purchase Act (2004) was granted Royal Assent in May 2004.

The Act has resulted in major changes in the planning system. Structure Plans and Local Plans will eventually be abolished and local plans will be replaced by Local Development Frameworks (LDF). Bedfordshire County Council and Luton Borough Council will retain responsibility for the Minerals and Waste Planning in their area and will therefore be reviewing their policies and producing a Minerals and Waste Development Framework in line with the Act.

Until the Local Development Frameworks are in place the existing Development Plans set out the policies and proposals for how land is used and developed.

County Structure Plan

 
The County Structure Plan provides long-term guidance for the development and land use change in the county and was prepared and adopted by the County Council.

Local Plans

 
Local Plans provide more detailed guidance and were prepared by the Borough and District Councils although the Bedfordshire Minerals and Waste Local Plan was produced by Bedfordshire County Council who are the Minerals and Waste Planning Authority for Bedfordshire.

Minerals and Waste Local Plan and Development Framework

 
As the Minerals and Waste Planning Authority the County Council had a statutory duty to prepare and review a Minerals and Waste Local Plan for its area. This was carried out with regard to national, regional and local guidance. A combined Minerals and Waste Local Plan for Bedfordshire and Luton was adopted in January 2005.
