Saving of Minerals and Waste Local Plan Policies.
During the transition to the new planning system the policies of the 2005 Minerals and Waste Local Plan, with the exception of two waste policies, will remain in force. The policies which will not remain are:

Policy W10 (Household Waste Recycling Centres)
-
Policy W15 (Pre-landfill treatments for biodegradable waste)
These policies will expire on the 23 January 2008.

The Minerals and Waste Local Plan, January 2005 is now available to download below.
The formal notice of adoption, the final text to the Adopted Plan and the statement of reasons and decisions as respects objections to the proposed modifications draft of the plan are available below along with the associated maps.

Introduction
The Minerals and Waste Local Plan is a statutory local plan prepared in accordance with the Town and Country Planning Act 1990. It sets out the detailed landuse policy framework for the extraction of all types of minerals and waste in the County. The Plan period started January 2000 and ends December 2015.
The Local Plan sets out the policies and proposals for the extraction of minerals and management of waste within the County, along with reasoned justification for them.
Under the Planning and Compulsory Purchase Act 2004 Structure Plans and Local Plans will eventually be abolished and local plans will be replaced by Local Development Frameworks (LDF). Bedfordshire County Council and Luton Borough Council will retain responsibility for the Minerals and Waste Planning in their area and will therefore be reviewing their policies and producing a
Minerals and Waste Development Framework |in line with the Act. However until the Framework is in place the existing Minerals and Waste Plan will set out policies and proposals for how land is used and developed.
Functions of the plan
The main functions of the plan are:

to identify the need, amount and location for mineral extraction and waste disposal sites
-
to balance the allocation of these sites with the environmental constraints in the County
-
to ensure sensible and prudent use of the minerals and waste resources in the County
-
to prevent sterilisation of these resources
-
to encourage reduction in use of raw materials and greater recycling of waste products
-
to minimise the effect of extraction and waste disposal on the environment
-
to exploit the full potential of site restoration for public and environmental benefit
