Environment service plan
Environment Services is one of three directorates which provide services directly to the public. This plan maps out the route to sustained achievement in the years to come, by setting out the programme of actions to take the Directorate up another gear in delivering quality of life and prosperity for the people of Bedfordshire. Key to this will be our work in developing sustainable communities and promoting Bedfordshire as a place to live, work and play.
This plan provides a framework for action to support the Council’s vision, ambition and objectives and will shape the service delivery plans of groups/teams/individuals to enable them to deliver Environment services directly to the public, in accordance with Council Priorities. This prioritisation is vital because resources are limited and it is not possible to provide every service that every customer would need or want. The plan includes service priorities, projects, financial plans and a performance management framework, which match the Council’s Medium Term Strategy 2006/07 – 2009/10, to ensure that our services successfully deliver the Council’s vision for the future Making Bedfordshire Thrive.
This plan will provide a clear pathway to improvement and will clarify to individuals what needs to be done and who is responsible for doing it. It will link individuals’ objectives and aims to the Council’s Strategic Objectives, Priorities and Medium Term Strategy, via divisional and team service plans, to individual staff appraisals (Performance & Development Reviews – PDRs).
The Environment Directorate is primarily responsible for:

Growth (Planning and Transport Policy) – development planning and control, housing growth and infrastructure, transport policy, heritage and green infrastructure

Economic Growth – facilitation of the delivery of 50,000 net additional jobs to support housing growth across Bedfordshire and Luton, ensuring all those in our communities prosper and thrive; includes job creation, business and workforce development

Highways & Transport – highways maintenance policy, integrated passenger transport unit, network management, traffic engineering and road safety

Waste – waste disposal, minimisation and recycling, including recycling awareness and education, Household Waste Recycling Centres, the Integrated Waste Management Programme.
We strongly encourage staff to make good use this plan as a live working document, as well as a quick reference guide, which will put their divisional, team and personal service delivery plans into context.
